Dear readers,
Switzerland is neutral. Neutrality is part of its identity. This is undisputed during peacetime. However, the shock of the war in Ukraine is calling Swiss people’s understanding of the concept of neutrality into question. Because Switzerland is one of the countries enforcing sanctions against Russia, some people are asking whether Switzerland is still neutral after all. But there are many who have a completely different view of neutrality, and see it as a set of values under which engagement and action are essential. So, what exactly do we mean when we say we are neutral? We have to frame the discussion in terms of that question. Anyone joining the discussion on neutrality now will observe to their amazement that neutrality cannot be discussed neutrally at all.
